Allan is a senior consultant in Dentons' Litigation & Dispute Resolution group, based in Hong Kong.

He has over 30 years of experience dealing in a broad range of dispute work, including corporate, commercial and shareholder disputes, financial services and regulatory investigations, judicial review, white collar crime, environmental disputes, product liability, cross-border contentious insolvency, fraud and asset recovery, and employment actions.

He has held a number of public and professional offices, including serving as chairman of the Hong Kong Law Society's Working Party on Civil Justice Reform (2000-2004) and as a member of the Hong Kong Law Society's Working Party on Limited Liability Partnership. He was a member of the Law Reform Commission from March 2015 to February 2021, and the Chairman of its Cybercrime Subcommittee until January 2023. He is an accredited mediator, and has served as a Deputy High Court Judge.

Allan was a contributing editor to the Hong Kong Civil Procedure published annually by Sweet & Maxwell and co-editor of Civil Litigation in Hong Kong also published by Sweet & Maxwell.

He is widely recognized and named in a number of legal directories as an outstanding litigator, including as one of the “Senior Statespeople” by Chambers and Partners 2025. Allan is ranked, among other directories, in Dispute Resolution: Litigation - International Firms (China/Hong Kong), Chambers Greater China 2022-2025, Chambers Asia Pacific 2008-2021, Chambers Global 2005-2024 and The Legal 500 Asia Pacific. Lexology Index 2024 has ranked Allan as a recommended lawyer for Commercial Litigation and Product Liability Defence in its Mainland China, Hong Kong SAR and Macao SAR report and selected him as one of the Thought Leaders in Commercial Litigation and Global Elite Thought Leaders for Client Choice: Product Liability Defence. Allan was named as Dispute Resolution Lawyer of the Year at The Asian Legal Business Hong Kong Law Awards 2019.

In the new edition of Chambers Greater China guide, a client comments that Allan Leung is  “one of my most trusted lawyers.” Another client praises Allan for his professionalism, “Allan has been an adviser to me for years. His advice is always practical, robust and very commercial.” In the 2025 edition of Legal 500 Asia Pacific, a client described Allan as “very knowledgeable and experienced at a broad spectrum of litigation issues faced by statutory bodies including judicial review, statutory interpretation, and is good at explaining the interplay between different statutory regimes that may impact on the problems faced by statutory bodies.”

Prior to joining Dentons Hong Kong LLP, Allan was a partner in the dispute resolution practice of another international law firm in Hong Kong and had been the Senior and Office Managing Partner for a number of years.

  • A global bank: Defending in a multi-million dollar claim in Hong Kong.
  • UK-listed bank: Advising on a high-value, multi-jurisdictional dispute with a private banking client based in Taiwan, involving investigations by Hong Kong, Singaporean, Taiwanese and Swiss regulators.
  • Banks: Advising on financial services related litigation and on regulatory investigations.
  • Banks: Advising on claims of alleged misselling of financial products and on related regulatory investigations.
  • Investment fund: Advising on its claim against a company listed on the secondary board of the Hong Kong Stock Exchange for breach of contract.

White Collar Crime and Fraud Investigations

  • A major listed company in Hong Kong: Acting in a high profile investigation by law enforcement agencies and regulators.
  • Various corporations and their directors and employees: Advising the clients under investigation, or whose assistance with criminal investigation of third parties was requested by the Hong Kong Independent Commission Against Corruption (ICAC) and other enforcement agencies.
  • A European Private Bank: Advising the client in an internal investigation in respect of an employee allegedly holding himself out as acting on behalf of the bank, and using confidential data when running his personal side business and allegedly leaking client details.

  • A Hong Kong commodities trading company: Successfully defending a multimillion-dollar claim against the commodities trading company for alleged trade finance fraud after a 20 day trial.
  • Victims of cyber fraud: Acting for victims of cyber fraud and successfully recovered the majority of the money defrauded for them.
  • A Hong Kong listed company: Acting for the Receivers of a shareholder of a listed company, and the directors of the subsidiary who are also directors of the listed company in a dispute with the listed company.
