Alfred is a partner in Dentons' Litigation & Dispute Resolution Group based in Hong Kong.

With over 25 years of experience, Alfred is a highly regarded lawyer in the areas of general commercial litigation, arbitration and construction. He advises clients on a broad range of commercial disputes primarily in arbitration. His arbitration experience include both local and international arbitrations. Clients he has represented include banks, Hong Kong listed issuers, multinational corporations, funds, accountants/ liquidators and high-net-worth individuals.

Alfred also has a special focus on contentious and non-contentious construction and engineering matters representing international, China and Hong Kong based clients which variously include government departments, statutory bodies, employers, engineers, architects, contractors and subcontractors. Alfred also represents clients in construction-related criminal investigations and prosecutions.

On the contentious side, Alfred has represented clients in various disputes, in litigation and arbitration, arising from infrastructure and building construction projects in Hong Kong, Macau, Mainland China and the region. Projects involved include various large scale road/highway development projects, water supply and sewer main development projects, railway projects, housing projects, land reclamation, hospital projects, the Hong Kong International Airport, Environmental Protection Department projects, casinos in Macau, LPG facilities in China, etc. The issues in dispute include variations, delays, loss and expense, measurement of quantities, defective works, suspension/termination of works, negligence (including collapse of works under construction and demolition), and other payment issues (including interim payments, final accounts and retention money). In addition, there were tender related issues, employment issues, sub-contractor nomination issues, insolvency issues, environmental issues, regulatory violations, bribery on construction sites, fraud, etc.

On the non-contentious side, Alfred has advised on all Hong Kong Government standard forms of contract, FIDIC, NEC, JCT and ICE forms of contract, as well as bespoke and other private forms of contract. He also regularly advises on tendering processes, consultancy agreements, formation of joint ventures (both incorporated and unincorporated), post-contract risk issues as well as construction bonds, guarantees and other construction related instruments.

Alfred also regularly takes on appointments as arbitrator for construction related and other commercial arbitrations. He is an HKIAC Accredited Mediator and a panel arbitrator of the HKIAC, SIAC, AIAC, APIAC, SHIAC and KCAB. He sits regularly in ad hoc arbitrations and arbitrations administered by the HKIAC, SIAC and SHIAC.

Alfred has been ranked as a leading construction practitioner in Chambers & Partners from 2016 to 2025. In the latest edition of Chambers Greater China guide, an impressed client said, “I really like Alfred; he is very hard-working and very responsive. Experience

Contractual

  • Main contractors: Advising on disputes with the Highways Department, the Water Services Department, the Drainage Services Department, the Architectural Services Department and the Housing Authority in claims arising from numerous contracts for new works and maintenance works concerning the valuation of variations, defective works, claims for extension of time and loss and expenses and other payment issues.
  • An unincorporated joint venture formed between two major Hong Kong based building contractors: Acting for the client in terminating its podium construction sub-contract with a Macanese joint venture sub-contractor in connection with the construction of one of the largest casino and resort developments in Macau. A key complication in the matter was the exercise of a right of termination under the law of Macau which is a civil law jurisdiction.
  • A major Hong Kong contractor: Advising in respect of the client’s joint venture with an Italian tunnelling specialist contractor for the construction of the Mass Transit Railway Shatin-Central link. In addition to protecting the Hong Kong contractor's rights under its joint venture agreement with the Italian partner, the matter involved dealing with issues arising from the insolvency of the Italian partner and the seizing of a substantial piece of tunnel boring equipment in transit.
  • A Japanese developer: Advising in relation to issues arising from the construction of a major hotel and resort development in Cotai, Macau.
  • A Hong Kong main contractor: Advising in relation to a casino, hotel and resort development in Macau involving issues concerning the use of labour quota and termination of contract under Macanese law.
  • A Hong Kong main contractor: Advising in relation to a theme park and resort development in Hong Kong.
  • A Hong Kong/Belgium joint venture: Representing in lodging a challenge against the Environmental Protection Department under the WTO Government Procure Agreement against the award of a contract for the construction of an organic waste treatment plant. The plant is of a major scale and the first of its kind in Hong Kong involving the anaerobic digestion process. The challenge involved the invoking of an infrequently used process to challenge the government's award of the project to the second highest bidder.
  • Engineering consultants and architects: Acting for the client in relation to claims for consultancy fees, and claims in contract and tort arising out of design, project management, supervision of works and certification of accounts/works for various infrastructure and building projects in Hong Kong.

Health and Safety

  • A subcontractor and a licensed plumber: Acting for the clients in the inquiry conducted by the Commission of Inquiry into Excess Lead Found in Drinking Water.
  • One of the world's largest engineering consultants: Representing in defending an investigation by the Buildings Department and a prosecution by the Labour Department arising from the collapse of a steel bridge under construction in the West Kowloon development area. The area is one where a series of major projects are ongoing including the Guangzhou-Shenzhen-Hong Kong express rail link development and the West Kowloon Cultural District development.
  • A major firm of consulting engineers: Representing in defending prosecutions brought by the Buildings Department arising from the collapse of a building under demolition resulting in serious fatality.

Environmental

  • A Hong Kong manufacturer: Representing in judicial review proceedings concerning the Environment Assessment for its new factory development.
  • A Japanese contractor: Representing in defending prosecution by the Environmental Protection Department for discharging contaminated site water into an environmentally protected area of the sea around Hong Kong.

Employment

  • A major contractor: Representing in defending claims brought by site workers in building projects in Hong Kong under the security of wages provisions of the Employment Ordinance.
  • A major contractor: Advising on its capacity as white knight in the financial restructuring of an insolvent local contractor in resolving unpaid wages claims from employees.

Compliance

  • An international oil and gas company: Advising on a wide variety of multinational FCPA and OFAC internal investigations and diligence reviews.
  • The Hong Kong Housing Authority and various engineering consultants and contractors: Advising in connection with disputes arising from a series of short piling scandals for housing developments involving bribery.

Non-contentious

  • A Hong Kong/Japanese joint venture: Representing in the drafting of pre-bid agreements, agreements for the formation of joint venture structures, and sub- contracts among joint venture partners for the tender of and to advise generally on the tender for the design, construction and operation of the first electrical and electronic waste treatment facility by the Environmental Protection Department in Hong Kong.
  • A major Hong Kong contractor: Advising on the agreements for the establishment of a non- integrated unincorporated joint venture with a French specialist contractor to tender for the design, construction and operation of a major government sewage treatment facility.
  • A Hong Kong/Belgian joint venture: Advising on the drafting of pre-bid agreements, joint venture agreements for the tender of and to advise generally on the tender for the design, construction and operation of a major organic food waste treatment facility in Hong Kong.
  • A Hong Kong statutory body: Advising on drafting a design and build construction contract and a project management contract.
